Do the phbh 28mm and phbh 30mm have interchangeable parts?

Yes... but there are some slightly different versions of these carbs; 2-srtoke, 4-stroke, different fuel bowls, mouth intended for hose or threaded for bellmouth, etc. The size of the venturi (26, 28 or 30mm) will not affect interchangeability and things can be swapped on a like for like basis.

What about clamp mount and rubber mount? Are the internals the same on these?

yes they are the exact same body throughout the phbh range only the bore and mount differ tho model specific ones off of bikes can differ in spec
