cutting hole in panel

is there an easy way to put a hole in a panel for carb ,without damaging the paint.......... problem is the panel has been painted recently and touch-up is in short supply , or is there a company /person out there that offers this service ?

Just done mine today funnily enough.
Used a little led torch in a stand to find centre of bell mouth, then put panel back and marked panel where led beam was with a sharpie pen to find rough position of carb. Then measured up front of hoop and across from base of panel to centre of bellmouth as a second check, then marked a further 10mm up from original centre spot mark to allow for angle carb sits at(piston ported phbh). Made cardboard template representing size of hole and then drew round this onto panel (sharpie pen again). covered area with masking tape and chain drilled hole with small bit. Then had a brew
