jetex carb's

Im fixing an li 2 fitted with a gp 200 engine for a mate. . It has a jetex fitted, when you start it from cold it wont take revs it needs to tick over for a minute and then it will take revs , stop it and you need to use the choke,and the same thing happens, the choke is adjusted fully, i have cleaned it and blown through the jets etc with a compressor, it's the same with or without filter..any idea's.. is it worth changing the jets,, i have an original 22 mil dellorto and when i try this it starts and runs fine.. im keeping it though. oh yeah i swapped the jets from the dellorto and it ran worse??
