Is this regulator suitable to charge up a battery, there are other more expensive ones on the Sip site but i am on a tight budget and was hopeing this would do the job.

You don't say what you want it for specifically

Loads of people use these with DC conversions

I want to trickle charge a battery to power two legshield spot lamps, i am currently using a Scootrs rectifier to charge the battery but read online that the scootrs one only charges 6v.

Just need to know if the one i mentioned will do the job.

I'm afraid you will need to go full DC to power spotlights, there's plenty of information on here on how to do it ;-)
