sheet metal stamping: making a die to save a frame?

Has anyone made a die to stamp out the rear cowl mount lugs on a Vespa large-frame (see pictures below). I'm trying to save a otherwise great frame. I have access to a great panel and fabrication shop but would prefer not to re-invent the wheel unless I absolutely have to. Can anyone here help me out or even point me in the right direction of someone who has made these before?
