It depends on what pipe you are using but I would have thought it is revving it's nuts off .Have a look here http://www.scooterhelp.com/tuning/lam.gear.calc.html or the gearing calculator link on this site. If your scoot revs to 8000 you should in theory get 80 ish with a 17 tooth sprocket but then get into 1/2 link chains or a push down tensioner with an 82 link chain.

17x46 (4.98:1) will be fine with an 81 link chain, but if you want something a bit taller 18x47 (4.8:1) with an 82 link should be okay too.

I've got an iron lined TS1 230 tuned by Harry Barlow. I run with a SSC Taffy copy exhaust, 30mm phbh carb, pacemaker gearbox with 47/19 sprockets and it pulls like a train.
I would definitely raise your gearing but would consider what I did and buy a top down chain guide and a good 82 link chain so you can experiment with the 46 tooth rear sprocket and 17 and 18 tooth front sprockets. if 18 is too tall you've still got the option of changing the rear sprocket to 47 and not buy another chain.
