Carb problems ( I think)

Hopefully someone can help,
I started my sil gp 200 engine properly today, but can't get it to run right, it's running an open 30mm pbhb, to get it to tick over I have to adjust the throttle cable to lift the slide by about 1/4" as the idle screw wound right in is not enough,
even then it's not crisp & when throttled it bogs then clears but not great.
The big thing that's bothering me is just getting it to tick over.
According to quite a few set ups that are listed around, the carb seems jetted about right although for all the ones the same there seems to be twice as many different
AS266 atomiser
X2 needle 2nd clip down
125 main
70 choke
55 pilot
40 slide
Have tried x7 needle 2nd clip seemed better but at higher throttle
19deg btdc although not stobed
