CDC Lambretta manifold

Is the CDC rubber mount manifold for a 30mm carb ok to use with a 28mm carb?

Also are CDC manifolds specifically for Dellorto's or can I match it to a TM28 ok, or will I have to stick with the PHBH?

Finally, if the manifold is ok to use with the TM28 - what size rubber would be best 28 or 30?

Yes.

Will work with TM28 if the spigot size is the same.

Same rubber does the 28 and 30mm PHBH dellortos so same would go for mikuni based on spigot size.
