lambretta losiing power under load

got a strange fault on a friends bike....
he has an li 150 with a 175 kit on it, a 22mil jetex and 42 clubman.
he has just done a 700 mile trip around france with his wife averaging 60 mph
since he's come back he's noticed a lack in power on the bike, having to change down gear to climb hills.
the bike will rev out while on the stand but when ridden it won't rev out in 3rd or 4th its very hesitant
heres what i've changed...
noticed there was no gearbox oil in, crankcase breather was blocked so have unblocked that and have fitted new crank seals,
have tried 3 cdi's
have tried 2 stators
new plug
new cap
new ht lead
the full electronic system off my gp
cleaned carb jets
checked air filter for blockages
stripped and checked top end
replaced all top end gaskets

still ran the same after all this was changed....

only thing i haven't tried that i think it might be is
change exhaust or check for blockages

any ideas ????
its a strange one that has baffled me

It could be the exhaust, possibly the baffle has worked loose?

What is the compression like? I could be a stuck ring?

worn carb slide?
did you check the ring gap when you stripped the top end?

Have you checked the u bend for a split........had this recently.........
