Soak it in engine cleaner (gunk) over night... then as you said, put in vice and with the aid of plenty WD40, work the pedal, even if you have to tap it with a small hammer to get it started.... eventually it should start to move. you may want to remove the pedal return spring before you start, and brake light switch...
Good Luck

If its really seized, find a suitable sized tin that the pedal will fit in. put some oil in it, enough to submerge the pedal. Get the oil to burn (bit of petrol helps) and drop the pedal in! 10 minutes later the pedal will be free and the pin can be knocked out easily if you want to.

If it's really bad it's probably better to just find another and replace it.
They're ten a penny on eBay and at parts fairs.

If you do get the pin out you could drill a small hole a fit a grease nipple to stop it happening again

you can drill a small hole into the pivot pin, and soak it with WD40 overnight. itll free up with a bit of too-ing and fro-ing. a bit of grease over the hole stops any water getting in in the future. or buy another one, they are cheap enough.

Definately remove the pin, I had a sticking pedal on my T5 and put up with it for ages having to hook my toe under the pedal every time I used the rear brake

No amount od WD 40 would work so I took the padal off and drifted the pin out. It took a bit of pursuading and was in a right state. Cleaned it all up with emery and put it back together with plenty of grease, took about asn hour statrt to finish but would have been easier if I'd had a vice.

Had the same problem with my old p-range especially after the winter where it would clog up with all manner of road crap and salt. I held it in a vice and burnt off all the crud with a blow touch then in between this I would liberally coat it with WD40 while moving it back and forth.
