T5 carb problem

A mate asked me to come down and look at his bog standard T5 he was having problems getting it to tick over .
I took the air filter off started the scoot and it looks like there is far too much fuel coming out.
Took all the jets out checked them they all looked fine still the same problem.
Took float bowl off checked that all looked fine still the same problem.
Any one any clues
