vespa p200 starting problems

can anyone shed any light on this one of our club has a p200e engine fitted to a 150 sportique the scoot takes about 20 kicks to start fom cold and about 8 when warm it has a spaco carb on it i have changed the float needle the starter jet for a dellorto a new ducati cdi unit and still the same any ideas people
