First of all can I say that I have never had this problem after owning five original disc brake set ups... Did the disc come to you as an assembly to start with?
Have you tried to slot the disc onto the pegs with the brake disassembled? The holes in the disc are offset (As are the pins) so the disc will only slide on in one position. It is possible to remove the circlip, if in fact this is the problem, and this was recommended in Dave Websters racing handbook in the Eighties. I have never found the need to remove the circlip as it exerts a slight amount of tension to prevent the disc from clunking. I always polish the pegs with fine wet and dry paper and make sure that the same treatment is given to the brake disc holes too and then I very lightly smear some car brake pad grease onto the pins only to help them to slide together easily..... Hope this helps
