I use a long nail that I filed into a square on the end and push it into the speedo drive then spin the wheel. If it turns ok then I know the problem is with the cable which may need the outer shortening and some of the sleeving trimming back.If the nail doesn't turn then the drive could be tight, unscrewing the outer holder on the hub sometimes lets the drive worm turn. Also seen the worm square too big to grip the inner.
