P2 rolling the throttle off...

when rolling the throttle off, am getting a lurching, hunting, chugging motion! is it idle jet to rich? exhaust port to high, i've cured it before, so thinkin jetting

Not 100% sure gadge so prob wrong but I seem to remember reading somewere someone had a similar problem and cured it drilling the air filter. This might be complete b@11@x though as my memory not brill..
