Torque setting

Does anybody know the proper torque setting when attaching the headset on a Vespa Sportique (VBB).

I do not know the correct figure, but I have always tightened scooter headsets ( or handlebars on bikes ) just enough to stop them moving.

Idealy you want the headset to be able to move a little if you have a crash, this helps to reduce the damage to the headset.
