Front Hub Top Hat

I am building a Spanish Series 2 at the minute. The front hub is causing me a bit of concern. Its a standard drum brake, and if I put the top hat on, the hub does not fit together right for some odd reason. With the top hat fitted, there is a bit of a gap between the two halves of the hub, and the brake does not engage right. Is the top hat essential ?
A spacer solved the problem
