You may need to file a little off the lever where it pushes the piston/plunger on the master cylinder so there's room for heat expansion.

all discs will drag a little
the pads should be self-adjusting
are the pistons smooth to retract enough
do the pads slide freely on the pins ?
is it even on a revolution ?
sure the disc is true ?
the screws on the caliper cover the pad pins

^ agree with both above. When I last had this, I had to replace the seals in the caliper but it could indeed be the lever, or a wharped disc.

I have found that sometimes washers are needed between the caliper and the stainless plate bolts to space the fixed pad away from the disc a tad, also the lever may need a bit filing off where it pushes the master cylinder piston although this is more noticable when the fluid is hot.

I thought this was due to heat in the caliper pistons under use and pads rubbing causing expansion not fluid getting hot
