need help with timing BIG TIME!!!

This is the story so far,
I'm puting a indian GP200 into a serie's 2, i've done the top dead centre and set the timing to 19 degrees, but i've fully turned the stator plate clockwise as far as it will go and i can only get it to around 24 degrees.
Do i
1) changed the top head gasket to another one but thinner and do top dead centre again
2) changed the bottom base gasket for another one, not sure if thinner or thicker.
3) what should be the squish measurement for the head once all on?
4) chande the stator to a BGM one.
its a standard indian 200 engine, nothing has been touched on it thats the stator as well.
