Carb float valve needle

Can some wise person tell me if the red tipped valve float needle end (the peg) should be spring loaded? It's a 200 size and i'm just wondering if it's faulty. It seems funny that it moves in and out the others i have which are smaller are fixed Thank-you

What carb are you talking about, in the SH series of dellortos there is no spring.I guess the same goes for the jetex
