That is absolutely wrong according to Mikuni. Each component; pilot circuit, slide cutaway, needle, main jet, influences specific throttle openings. It is independent of engine speed. You can't test the needle at WOT. At WOT you are testing the main jet no matter what RPM your engine is spinning.
that is for CV carbs though.. i would imagine they are completely different to dial in that our slide carbs..
afaik there is no short cut to dialling in a carb, just knuckle down and prepare to smell of petrol for a week..
