Obviously, poor aerodynamics is the main barrier, but I'd think a cutdown could do it, properly geared.
100 mph on a Lambretta isn't impossible, and it's been done in the past.
I've seen "road" Lambrettas in southern California that were well capable of 100 mph. Some of the ASRA racers used their race scooters on the road. I remember them carrying these little triangular side stands that fit into the crankcase lug for the rear wheel jack that they used when they parked up.
Vince Mross's Group E (Specials class) SX200 was road legal, with lights, horn, and turn signals. My friend, Dean in LA just bought the rolling frame off of him.
Matt Dawson's (and later, Vince Chu's) Group E Jet250 was clocked at the Streets of Willow, Willow Springs Raceway, at 125 mph. Vince Chu rode it in at least one rally I can remember. Scootering featured the scooter in back in 1992.
Stony Smith's (Ontario, Canada) Nitrous Lambretta street racer was clocked at 113 mph
I don't think being a "rally going scooter" should be a requirement as long as it's legally ridden on the road. Just sayin'.

It is possible with race scoots and the work and engineering that goes into them is excellent! No arguement there, but even if they are road legal they aint gonna last long on the road without problems.
So in short, yep, ton up scooter is possible. Ton up scooter with reliability and a little practicality and something you would want to cruise around on and is pleasant to ride (unless your racing).........very unlikely.

Vince Mross sold WCLW to become a Financial Assets Manager or something similar. His Group E SX 200 was 32 hp, cast iron barrel (remember, this was the 80's). They made their own expansion pipes up to one-off race pipes.
Matt Dawson told me his racing Lambretta dynoed at 52 hp. It was a CNC machined, one-off cylinder copied from a Yamaha YZ250. The scooter was ruled illegal for ASRA racing as it required the cylinder studs to be relocated. The frame mod was a Lambretta fork, the "U- bend" of the upper fork arch welded into the cut Lambretta frame to form a diversion around the crankcase mounted reed valve and carburetor. Vince made at least one crankcase reed, water cooled TS1 that required the same frame mod.
Dean bought both race scoots off of Vince, the SX and the J-Range.
