If you look at the checklist on the V55 form, designed to ensure that you don't forget anything, insurance isn't on it.
I'll not waste any more time on this thread, I only responded to help the original poster, I don't give a s**t whether anyone believes me or not, when I phoned the DVLA to confirm I didn't need insurance they confirmed I didn't and I got a v5 with no issues. If people want to follow your advice and insure their scooters, crack on

I wonder if it's the fact that your D and this '59 SII were both MOT exempt that let them slip through the insurance net?

I don't know, I would have thought that they are exclusive, you can get insurance without an MOT and vice versa.
I was made aware of the change in the DVLA requirements by a bloke who imports scooters from india and so I would think all of his are post 1960. I was sceptical myself until I read the latest V55 guidlelines and then went through the process and it wasn't a requirement.
It may be to do with the move to ANPR enforcement of MOT, road tax and insurance and everything being held on a database. I don't think the D is taxed so it may be that when I come to tax it I won't be able to without insurance?
