If its a copy, then sometimes you have to strip the carb and remove the float. At 90 degrees to the float pin there is a hole that allows fuel from the float valve down into the float bowl. That hole needs to be reamed out with a 1mm drill. Secondly, when you look down into your carb from above where the slide fits, you will see the main jet. Just behind it towards the engine side of carb is a tiny hole, which is the pilot. This can get gummed up or blocked with glue/gasket which holds the two halves of the carb together. You can take a 1/2mm drill bit held with long nosed pliers and check that it will go through that hole clearly (take pilot jet out first). After you've checked, place carb on bench with a bright light shining through from below. Block the main jet with a finger, and by moving the light up and down you should get some light through the small pilot drilling. Also blow through with an air duster.

its a oko , but has come from another scooter rider hex main etc etc

yellow brown earth thats what i've got
but my reg is a 12v dc 5 pin (green,green,brown+,c,earth)
will this matter

wont matter mate yellow in first hole brown in second and put your black earth wire in the 4th hole,try taking the green ignition wire off your cdi if the scoot still wont start.

she's firing up then dying straight away
choke on and kick her off she wants to start then dies..
if at any time i try with a little throttle it doesn't want to know
tried turning choke off and leaving throttle and she wants to start again
keihin carb?????????
carbs been stripped half a dozen times
electrics are fine to what it should be

might be worth trying another carb off a running scoot mate to discount that side of things,

check the choke mechanism is working properly, had a hard time starting mine with a 30mm oko pwk then realised when i pulled the choke the outer was moving but not the inner, fixed it and now starts 2nd kick....

Le you can get a lots of spitback on these carbs. You can drill a 1mm hole in the bottom of the carb hose to drain off excess spitback. Have you tried her without the filter?

UPDATE
My bloody legs killing me.....
Electrics are fine
turned my attention to the carb, cleaned it again jetted it up to roughly another persons setup like mine
kicked her off and WOW she came to life..... what a freaking sound
then she dies...
messed around with the air screw and idle screw.. managed to keep her idling but doesn't like it.
it only runs with choke out even when hot...
doesn't entertain the throttle at all...
pilot 32
needle is a bgm pw28 mid clip (don't know yet what this equates to regarding jjh gjh needles)
main is 120 its the highest i have until i can get some more
