seem something very similar myself. Was on some wide rims, and the actual tyre, when inflated had not expanded fully over one side of the rims.
From behind looked really bad !

I still have three sets of wheel rims (one of them is a 4 inch wide wheel rim set) that are out of true, another set I left in Italy on the way back from the Euro, after changing a worn out rear tyre for my new spare. It was only on for about five miles after wobbling to a halt at the nearest garage, then the new tyre and tube were taken off and put onto the old Italian rims and inflated, that then ran straight and true...

i have used all sorts of rims ,the worst being wide wheel rims, and pattern chrome s**t they never seem to fit correctly on the hub ,and are nearly always warped
its the samething everytime pattern parts you have problems to get them to fit, the cheaper they are worst they get
thats why nearly all my gear comes from original or mbd

the only way to narrow it down is to fit stuff from a scooter with no problems starting with the rims and tyre then the hub or fit ures on a known good scooter

is your shim washer flat?the one your cone sits on?worth a look...i run wide rims with 110/80/10 tyres..
i had so "clock" in my tyre/rim on a jackstand against a fixed point by fitting a 0.010" soft shim washer on one of the studs to get it running perfect.
obviously this need to stay unique to the hub
