I don't know what you are going to try to register but I had a problem with an SIL GP. DVLA would not accept a dating certificate as proof of the year of manufacture for an age related plate. They told me that because SIL were still in existence I had to get proof of age from them. The official I was dealing with would not accept the argument that SIL had no records and even if they did the chances of getting any information out of them was zero. Fortunately I had the original Indian registration documents showing the frame number which backed up the dating certificate and he accepted that

True. Phone them today and you might get a completely different answer. It amazes me that there isn't a set of consistent guidelines.

Of course DVLA will accept a Dating Certificate for a SIL scooter, I have had literally hundreds accepted. You just got the wrong person at the wrong time processing your application, just unlucky I suppose.

Nova, do it online, no certificate required. When you send in v55, mot, date cert, fee (£55, plus tax, £17 (?)) They will check its novad online. Did my gp recently, no insurance required, honest! A SIL gp, no issues what so ever.

I did a Serveta last month and the application was sent back as it wasn't insured!
Rang the DVLA and they were adamant that insurance was required.

I've said before.I think the reason for such different answers is that the DVLA are under so much pressure,just like other government offices,and the shutting of the local offices and transferring all the work to the DVLA I suspect is just the straw that broke the camels back.They think that if they get enough complaints something will be done about it.This is my take on the situation.
