fast flow taps sit closer to the engine mount and position the fuel rod closer to the carb top; if you got the original tap I'd fit that and compare; if is a better fit make a fast flow by joining both on and reserv by cutting the internal disc to join up on and reserve; youll have on and off position but no reserve itll be a fast flow tap that might fit better

There is enough play in the tank/tap set up to clear almost every carb set up (especially the common ones).
It depends which side of the scooter you turn the tank, from the carb side its anti-clockwise.
Since all the work is being done on the carb side it makes no sense to turn the tank from the kick side.

Its the wrong direction turning the tank in a clockwise direction from the carb side

So you're saying to turn the tank Counterclockwise, which would lower the tap relative to the carb top and bring the tap closer to the motor mount. I think that would make the tap rod alignment problem even worse.

Yes.Standing on the carb side and turning the tank anti-clockwise would bring the tap into a vertical position.Any clearance problems with the tap rod can then be solved by lifting and packing the tank.

If you check out the position of the petrol tank on this scooter, thats how the OP's tap should sit.

Sorted! The tank may not be inch perfect to the purists, but the tap works, and is a nice smooth action. Thanks for all your comments, and suggestions.
