I'd also challenge the assertion that whoever stripped it knew what they're doing. Taking things to pieces isn't that hard, especially something as simple as a scooter. Anyone with a basic tool kit and half a brain could strip one in a few hours. It's putting the feckers back together that's the hard bit.
