Like I said: seems like a plan ;>). As said a properly floating rubber mounted exhaust etc etc, Hi-tensile? What for? The torque required on those threads is no where near high enough to warrant that. I would use proper studs with a shoulder for the chaincase, not 'turned down bolts' unless you can incorporate the shoulder - prefer studs over bolts into ally personally speaking.
Have you thought about using an M7 to M8 repair stud or shoulderd bolt solution?

Was thinking high tensile to stop them from sheering off due to the extra weight/load on the m6 bit but the load would be spread over the m8 bit and the outer case aswell I suppose , nowt to do with the thread situation. Did think about some sort of dowling which located in the outer case where the bolts would pass through but were welded to the bracket. This would allow less movement of the bracket and less stress on the m6 or m8 studs? . On the dev -tour bracket the shark fin is separate and the bit the rubbers bolts to that and then to the pipe, so would work well..?
