Handlebar rebuild - what's this bush...?

The light switch housing on a S3/GP is recessed to accept the smaller flat washer first. Not sure if S1/2 are the same. Makes sense in that case that the smaller one is fitted first.

Mine is an S3 but on my hydraulic far east one the washer doesn't properly enter the recess - it's too small. Does my fitting order besides this above look correct?

At the end of the day it wont really make any difference which way round you put them, except maybe the shimming at the inner end..
