Your choke is sticking on - its a regular problem with the PHBH, that's why its the same choke on or off. loosen the cable right off and stretch the spring a bit and try it. If that cures it change to an AV266/X13 before you blow it up.

No mate.... it was the stator.... Exactly the same with a PWK 30mm carb....

For people suffering the crappy choke on PHB's/DelOrtos in general. My bike has PHF?? but they all have the same choke system AFAIK.
I doubled up the springs, just wound another spring up in there. Worked a treat.
