Yes you need a new float ,although of course that won't affect spark but it will flood and not help starting.
To tell if it is an ignition switch fault pull the boot off the cdi and pull out the green wire nearest the outside out then try,if it sparks and runs then you have a fault in that wire which goes to the switch, or the switch.
Make sure the ht lead and cap is all good and secure both ends.
If no different then get another cdi off a mate and swap over ,that will tell you if it is the cdi.
You can't tell if a stator is good just from looking at it, as i said in that post above you could have a pick-up or LT coil failing.

Change the word Vespa to Lambretta and you could be describing exactly what happened to me last year. I even had a float full of petrol. Eventually it turned out to be a the LT coil.

My problem, I think is fixed. It was the switch and the HT Coil. I tried three HT Coils before I could get it to start and only after I removed the green wire from the coil. From now on I will have 3 replacement parts as one of the coils was brand new and knackered from the start.

Sorry, I ment three CDI Units. All three had spark but would not allow the scooter to start. I checked them all again after I replaced the switch and only one worked properly. From now on when I buy a spare/ back up part I am going to check it works straight away, especially electrical and carburettor parts.
This problem has caused me all sorts of problems. Especially as one of the CDI units was brand new and didn't work.
