Even if it is not as big as it looks in the picture, I still think you will have a problem with the air rolling off the end of the fins of the fan (cavitating) before it can be pushed over the cylinder. The design of the standard fan cover is for a reason.

He's water cooling it, so having fan forced air doesn't really matter does it?

It looks like only the head is liquid cooled so the fan is still needed for the cylinder.

I've been told by some experienced liquid cooling gurus that the head is enough to cool without the fan.
