you need to use a lambretta std disc brake wheel spindle and get the caliper mounting plate rebated for this so you don't need to use any nut at all on that side,this will sort the job

Is this ok?

The existing spindle / axle may be ok with the thin nut removed as long as it has the shoulder to sit inside the rebated hole.
Early Sterling ones used a Lamby type drum spindle without the shoulder, Lamby disc spindles have the shoulder, I think Sterling and certainly scootRS now only use Lamby type disc spindles.

New bits helped a wee bit, but it ended up 20mm one side 35mm the other. I don't know what else can be done.

What's the distance between the links at the spindle without the wheel fitted?

Hmmm, mine's 140mm but that still won't make it central. You may have to live with it or check your links and forks... or the hub's a duff 'un
