I'm thinking that Innocenti expected that the disc brakes would be stronger and needed the thicker rubber for absorption. I have stripped down two sets of TV/ SX Forks recently. I found the upper rubbers unmarked/ undamaged. I've never found that on drum brake set ups. I always found all 4 rubbers mashed up with drum brakes.
