Aye it's simply an inspection hole, usually filled with a rubber grommet, simple. the silly silver things just a piece of shiny tatt, sorry trim.
Usually the inspection holes are on the case side. Have never seen one on the hub side.
Not a bad bike if you don't mind chucking everything that's junk.
