I had a 1948 Harley - Davidson Panhead and that didn't have a frame number.I was stopped by the police one day in Bradford and the police stolen vehicle section gave me a number and told me to stamp it on the frame and tell the DVLA.

it's not illegal to re-frame a currently registered vehicle that has had an accident. However this has to be done with the approval of DVLA. They will then issue you with a new VIN to stamp on that frame (if new). They will let you keep the old registration but alter the VIN on the logbook!

Why don't you phone them up and ask them first. At least then everybody will know whether it's legit or not.

The guy building my chop says that (on motorcycles) you have to keep the headstock original. On his bike, he kept the headstock and re-built the rest of the frame. However, on bikes, this is where the number is stamped but this is not the case with Lambrettas. What you had was two bikes (well, one bike and a scoot). The bike donated it's rear end and presumably its plate as well.
What's left is the back half of the Lambretta with a number which you could donate to a new bike, as long as the front bit you add has no number. That way you still have two bikes, and no duplicates. The problem is that you're selling a bit of tube with a number on and a legal document. That means you have no control over what happens to it - If you built a bike yourself, you could register it and sell it, and it would be legal (in my opinion). Trouble is, you're selling something that could be used to ring a bike and your name is on it as a previous owner.

I would contact DVLA, or maybe the LCGB may be able to offer more practical advice? Make sure you explain the whole situation before you ask the question though.

Ringing is when the numbers are removed / ground off an already registered vehicle and then restamped. I cant remember the year of the top of my head but under a certian year vehicle identification numbes (vin) plate aint even requirred on a frame / chassis.

Only someone authorised to legally do so can do it not you as an individual, and they have to meet certain criteria this stops any tom dick and harry doing it ,theres a big book detailing the who process including recipts for new chassis vin plate distruction and chassis disposal at authorised facilitys
go to your local ford dealers and ask them about the process of reshelling a car it is a lot of hassle and thats why so many do it illegally

The classic car scene is awash with individuals reshelling cars , although the body shell has to come under the Heritage scheme.
