My opinion and i hope it helps. Use a decent synthetic oil at 3% (33-1) not 4%.
You have had it dynoed and now you have upped oil to 4% you are actually running the bike slightly leaner and NOT richer. You are getting more oil running at 4% however the fuel for combustion will be slightly less as slightly less petrol and more oil is being combusted. This is a common misconception.
The oil is there to lubricate components as two strokes do not have oil galleries and oil pumps like 4 strokes do....it is not there to richen or lean the combustion process so if you had it set up at 3% do not change to 4%....it is not gauranteed to be safer!

More difficulty starting could be down to fouled plug as you are running in at lower speeds.

I think I have found the starting problem, I seem to have an intermittent spark. Think I have sorted it (dodgy electrical connections). I was just using 4% as that is what Rayspeed suggest for running in, after the first 100 miles I'll go back to 3% good quality synthetic as suggested. I have also changed my plug to a 7 to hopefully help burn the fuel more efficiently whilst tootling around town.
