The only way to get a consistently decent horn is to power it off a battery, otherwise it will suffer if you have the lights on or running at low revs.

I'm totally lost now, are the links to work the horn or koso tacho? I realise the link to the actual koso regulator is for just that.

You can't use a regulator like those in the links to power a horn, they can't produce enough power. You can make a regulator pretty cheaply using four diodes and a voltage regulator ic for about 3 or 4 quid. Or you can buy the koso regulator. I'm happy to build one if you want to give it a go. Hope that's as clear as beer.
