Stator problem.
I had the same and it was a broken wire on the stator.
Would start and tickover fine, but just bog down when revved.

Swop the stator for a known good one, even if it means having to buy another one (believe me you'll need it at some point !!). Same with the CDI.
It may be that when you get the flywheel off there is something obvious (loose wire/stator loose) but like I say a spare stator is an essential to carry as a spare. There is no way of checking the CDI other than changing it.
The stator can be checked with a resistance meter, but even if showing good results this does not mean it's working correctly. bad results obviously means it's goosed.

From recent experience I'd say its the stator. LT coil breaking down?

Couldn't get the scoot home till today as I have been away, left it in a mates garden. Just got it off the back of a lorry, took it into the garden, kicked her over, started first kick, went round the block spot on!!! The enigma that is the Lambretta
