Checking if a frame is stolen

DVLA have a lot of conflicting info on their system, I used to work for 2 contract hire companies at different times who had their own "in group" dealerships, there was loads of times where 2 cars were on the road with same plate on! If they can't sort that out then frame numbers is a lot to ask. I know of one GP that now has a 69 G reg on it with the same frame number and engine number as a set of V reg docs that were on the bike before. Don't know how he re-registered it to a G reg from the V reg (don't know why it was on a V reg in first place as it's Italian) but doing a vehicle check and a call to DVLA confirmed the V reg is still valid according to their system but just off the road since the date he changed to a G reg...two V5's with exact same details on!
