Well I now have my LCGB dating cert, thanks guys
and HMRC have sent me the sh1tiest piece of paper telling me nowt to pay VAT wise as the bike is from within EU (Italy) and I am now clear to register with DVLA
Just the small task of obtaining an MOT first which aint no small tax as it needs full strip and rebuild
But I am happy with the process so far, although the HMRC step wasn't really necessary, bureaucracy for the sake of it

They were probably upset that they couldn't charge you tax. 

depechediki - you'll be sad that after all these years your 'spanish Li' is actually an italian GP. What we did to get scooters 'legally' on the road back in the day eh?

I got the same e mail from them a while ago and waited, and waited, and waited. When no paper notification came I got onto them and they said because I hadn't replied to the e mail the application had timed out so had to do it all again on paper not online.
Not saying this will be the case for you but read the e mail carefully. Then LCGB said they hadn't received the rubbing so had to send that again ha ha. Just my luck I suppose.
Update,
Just received my forms back from HMRC asking for highlighted areas to be filled in, Date vehicle arrived in UK, Mileage at time of purchase and Mileage units ffs ha ha.

three months later and I've got my new plate,was quite painless actually,didn't have anything returned.Only took 8 days from sending off the V55/5 to receiving my reg doc.
new Black plate should arrive tomorra then Scarbrough on fri.
