It's inconclusive, on the bottom picture the top hole is now countersunk [has been for a least a couple of years] on scootrs light switch housings. It could be an earlier one or it could be Spaq or SSC. A scootrs LSH won't match up with a Spaq pre-cut master cylinder and vice versa.
