I know you were aiming at a budget build, but I would get the casings matched to whatever top end you buy and add the other stuff when you have more cash. You don't want to open the casings again to get them matched at a later date. i can recommend the Polini.

DR kit everyday :D :D I had one fitted to my ex spanish postal and I thrashed it everywhere including a long trip into france.
It made about 10 bhp and could have made 2 or 3 more with a bit of porting

it was running a 24/24 and a standard exhust
TS1 and PX stay in the garage (future barn finds) out on the GTS 300 when I go out on a scooter.
I know I’ll get there and back

tuned, then matched to casings, then honed sounds like a very good idea, crank opened up, 24/24 carb, polini induction kit.

mine ran a 20mm carb, sito plus exhaust, and 22 tooth clutch cog, and an Augusto 6000, built it purely as a cheap frugal engine to use for a work bike, using bits lying around, and it was a little belter of a motor, great MPG, pulled well and decent speed. I even loaned the scoot out a few times to lads whos steeds were off the road and needed a mount to go to rallies on ..."stick any oil in at 3% and ring its neck" was the only instruction. I tried a P200 gearbox in it, but it was too tall and killed the motor, so went back to 22/68 /125 box.
