You were told wrong:

That's a 30bhp 210, and the 210 transfers are shite compared to a T5......so don't write off Vespa cylinders just yet!
Personally I think the port/time area and entry angles of a 172 cylinder is far superior to a TS1, but the obvious lack of CC hides this fact. So the extra 50cc the TS1 puts out goes a long way to redressing that balance. But I also think the largest amount of production 'off the shelf pipes' for Vespas are shite too, which has a massive effect on power. Unlike the TS1 which has quite a few 'off the shelf' options which can produce very good power.....so its easy to be misled on this subject.
I'd have to believe that if the T5-172 kit was ported a little, stroked a lot (with correct packers/port time area/duration set up) and matched with a Vespa equivalent of a Franspeed Race or a PM Fat Mamba, then you'd have a better balanced and more powerful motor than by strapping a TS1 cylinder to a Vespa. In fact i'm certain that if a 225 TS1 had the same port time area equivalent which the T5-172 kit has then it'd be a powerhouse 'off the shelf'!! Still........neither option is going to stop the P-range casings (made of cheese) cracking everywhere though, and that's the main problem.
That aside, the Vespa/TS1 conversion in my eyes is one of those wonderful feats of engineering, which is quite esoteric and interesting, and one that is done to........well, see what can be done! For the enjoyment factor, and flying in the face of tradition etc. Pretty much the same reason we all fettle ANY scooter and try to get 40+bhp out of shopping trollies etc. But I wouldn't see overall balance and power as the main reason for this conversion.
