Update......................................
full of gloom and doom I'd decided it was either:-
1) Gudgeon pin circlip lost causing piston to jam
2) chain guides broken up into chain/ casing/ cogworks etc
Took off the chaincase cover and found that the "cush" mechanism on the crank was loose due to the retaining bolt not being tightened properly by someone. The collar and spring had moved outwards causing the collar to make contact with the casing. A quick check of all other parts confirmed no other damage/ problems elsewhere, and a refit of "UOS" (used old stock!!) parts cured the fault.
Scooter now running perfectly....................................till the next time
thanks to all for their thoughts, suggestions and offers to take the bike off my hands cheap

yep- definitely a TFFT moment!
The loss of a bit of power must have been when the collar was grinding away at the chaincase- this was at speed. As I slowed, the collar and case "welded" themselves to each other- hence the lock up.
Job totally sorted in under an hour- normally one problem leads to another, then another, then another. This one was just "text book"
No doubt I'll pay in the future
