Not that I know or anything but with your 1946 clue and what with google being my friend and all, I'd say it was a 98 model, the first production Vespa ever?

BINGO! its the first vespa ever. unbeleivable condition. the guy must have sanded all the rust off back to the original finish, parked outside a bar in Castiglion Fiorentino. these scoots are the most valuable scoots in the world, right up there with 1940's indians and early Nortons and Broughs.AND NO STEERING LOCK! and no sign of the owner, i will try to find the others photos i took.
