Where is peak power on a TS1 with a JL4?
On my 185, it's at 7200. Not exactly high revs.

....... A perfect example of this is that AF Rayspeed (originator of the TS1 kit) suggest that if you fit a TS1 225 cylinder, 34mm carb, and NK expansion exhaust to a GP then the 4th gear ratio that you require to get the whole thing working in harmony is... yes, you guessed it... GP200 5.22.
Far too many people overgear their scooters, most are simply trying to squeeze more mph at lower revs and some folk simply can't adjust to the sound /feel of an engine revving on after being used to Clubmans etc. Either way you are sacrificing performance, both acceleration and top end plus placing extra load on the engine.

Don't they also say it'll do 92mph?

And there you have it NK exhaust , which is a very revvy pipe and defo won't pull 4.8, whereas the jl3 will as it is a different type of exhaust altogether , which allows the use of higher gear ratios up to 4.4 ( if you're light enough , not doubled up etc), same as the old taffy pipes .
I've run my set up with standard sprockets in the past , and it revved it's nut off , but no faster , which led me too go 19/46 to achieve the same speed and more and all at less revs , which means (to me ) less strain on the whole engine which imo is a good thing if you want to be doing a lot miles every year.

He has to change down into 3rd alot and struggles into headwinds, he is overgeared for his current set-up.

Possibly , but i feel something else wrong here , as myself and a few of my mates who do a lot rallies and lcgb events BSM etc, all run 4.8 ratio or higher ,most of the time double up , and as i say they don't struggle . Only going from personal experience , be nice to know the whole set up from the OP .

4.8 gears also on a touring set up (albeit a Rapido 225) its a bit of the old "tried and tested", them that do miles, know that this is an ideal set up, but its HOW you get 4.8. GP200, 19-46 is the preferd method, takes a lot of strain off the clutch, and you can get a new, unworn box for not a lot of money. runs a standard 82 link (preferably IWIS) chain as well. mine pulls 4th into the wind no bother, even 2"s up.

Fellas, every set-up is different. db67 struggles into headwinds and going uphill. He needs help and advice. He may have inlet / exhaust port timings making his set-up fairly revvy or an over rich carb thats not allowing him to generate the torque lower down the rev range.. anyway avising him to go from 4.94 to 4.8 is not going to help matters. If it was your scoot what would you do?
I run an Imola at 5.6 and a TS1 at 4.4 but thats irrelevant to him surely?

i found that 5.2 gp gearing is spot on on my ts1they love to rev
