What is the stator puting out before it is rectified/regulated? I take it you're measuring from the rectifier connections not somewhere in the headset. Flywheel do lose their flux after some time, have you checked it with a different flywheel?

Obviously you never had a battery connected, but were your lights switched on when you took the readings?

No battery, no lights on.

Then I suspect that for that type of reg/rec everything is OK. Try it with the lights on, the voltage should rise a bit.
