I've got a ratchet holder.
Thanks for the help. I've had my fair share of Lambrettas, but this is a build of firsts. I'm sounding like someone else with "haven't seen that before"

Had enough room to drill.
Had enough room to tap the hole. Only to snap the tap.
Now I'm well and truly f@@ked. I can't get at the bit that's broke off in the hole

Prob because there wasn't quite enough room tap might have been on an angle when tapping...trouble you have now is there hard as hell to drill..have you any very small pin nose pliers to turn the snapped tap out, would have to be tiny though..

I haven't even tried to drill it, knowing it won't work.
The gaps to to get tiny long nose pliers in are too small and there's nothing to get a type of chisel point on to try and hammer it round/out.

you could just cut the whole pivot off and weld a new one on,or possibly do the brake shoe pivot conversion.
another option ,and its a bit of a quick fix/bodge...is to just tack weld a washer over the end to stop pedal coming off.

Try to get a tap extractor set. I have one by Walton Company. It sends little fingers down the flute holes in the tap, locks those finges to the tool, and then you unscrew the broken tap.
When you go back into it, take a tap and grind it shorter so you have enough working room to not go in on an angle.
Here you go;

You f**ked it,time to have a change of plans and go for a rear set back brake or take the leggies off and do it properly
